Compliance Analyst

JCF seeks a Compliance Analyst to provide support for the GGRF post award grant administration and compliance activities.

Description

The Justice Climate Fund (JCF) is a purpose-built nonprofit designed to provide the capital and technical knowledge necessary for community lenders to successfully finance clean energy projects in low-income and disadvantaged communities across the country. JCF will capitalize its coalition members, including Community Development Financial Institution (CDFI) banks, loan funds, and housing developers, to create a clean and just energy transition for their communities.


JCF is supported by an existing ecosystem of partners, including the African American Alliance of CDFI CEOs, National Association for Latino Community Asset Builders, National Bankers Community Alliance, Partners for the Common Good, and Oweesta Corporation, along with technical assistance partners that will help community lenders deploy clean energy projects. With its $940 million award from the Greenhouse Gas Reduction Fund, JCF will stand up a Community-Based Green Lender Certification Program that utilizes several application waves and capital reservations to ensure that community lenders receive funding only once they have been appropriately assessed, trained, and certified.


About the Position


JCF seeks a Compliance Analyst to provide support for the GGRF post award grant administration and compliance activities. Reporting to the Director of CCIA Compliance, the Analyst will ensure adherence to regulatory requirements and standards. The ideal candidate should have strong communication and project management skills as well as knowledge of federal grant processes, 2 CFR 200 regulations, and compliance requirements.


This role involves close collaboration with stakeholders across various departments to develop, implement, and maintain policies and procedures that support company objectives, regulatory compliance, and risk management.


Job Responsibilities


Governance & Risk Management

  • Support the development and maintenance of JCF’s internal control framework, including policies, procedures, and standards to promote organizational-wide compliance and best practices
  • Assist in establishing and maintaining a control framework that meets industry standards and regulatory requirements
  • Participate in internal or external audit initiatives, including collecting, analyzing and categorizing evidence
  • Monitor risk mitigation efforts and report on key risk indicators.
  • Assist in the development and documentation of compliance policies and procedures


Compliance

  • Monitor and ensure compliance with relevant regulatory requirements and the terms and conditions of the CCIA award
  • Monitor changes in federal regulations and rules affecting grant compliance and make necessary process and policy adjustments
  • Contribute to the development of JCF training workshops to ensure awareness of JCF processes
  • Support internal and external audits by collecting and reviewing artifacts and evidence and providing necessary documentation. Foster a culture of accountability, transparency, and ethical conduct in federal grant management


Subrecipient Monitoring and Compliance

  • Conduct regular risk assessments, identifying and evaluating the risk of awarding funds to prospective subrecipients
  • Develop and implement subrecipient compliance strategies (which may include monitoring plans) and provide onboarding and training
  • Monitor subrecipient compliance with subaward agreements, federal regulations and the flow down of required programmatic terms and conditions


Continuous Improvement

  • Aid in the creation, implementation, and maintenance of the grants management and reporting systems to ensure compliance with regulatory requirements
  • Stay current with industry trends, regulatory updates, and best practices to proactively improve JCF processes
  • Identify opportunities for improvement in JCF tools, processes, and functions and provide recommendations to management
  • Create and maintain positive relationships with internal and external entities


Minimum Qualifications


  • Bachelor’s degree preferred, or an equivalent combination of education and experience
  • 5+ years of progressive and relevant experience in federal grant management including but not limited to compliance, monitoring, closeout of grant projects
  • Must be deeply aligned with JCF’s mission, demonstrating a genuine passion for and experience in environmental justice and community lending
  • 3+ years of experience in post award management including but not limited to subrecipient monitoring and compliance with regulations such as the Uniform Guidance and Davis Bacon Experience supporting an organization with the coordination of post award grant management processes
  • Problem-solving skills with a track record of balancing fast-paced priorities with significant, longer-term strategic efforts
  • Must thrive in a dynamic, fast-paced environment, as the organization is a new startup that is continuously evolving
