Program Manager, Clean Communities Investment Accelerator

JCF seeks a Program Manager to provide timely and accurate guidance to our technical service providers, help identify relevant topics for network-wide trainings and assist in the development and execution of relevant training.

Description

The Justice Climate Fund (JCF) is a purpose-built nonprofit designed to provide the capital and technical knowledge necessary for community lenders to successfully finance clean energy projects in low-income and disadvantaged communities across the country. JCF will capitalize its coalition members, including Community Development Financial Institution (CDFI) banks, loan funds, and housing developers, to create a clean and just energy transition for their communities.


JCF is supported by an existing ecosystem of partners, including the African American Alliance of CDFI CEOs, National Association for Latino Community Asset Builders, National Bankers Community Alliance, Partners for the Common Good, and Oweesta Corporation, along with technical assistance partners that will help community lenders deploy clean energy projects. With its $940 million award from the Greenhouse Gas Reduction Fund, JCF will stand up a Community-Based Green Lender Certification Program that utilizes several application waves and capital reservations to ensure that community lenders receive funding only once they have been appropriately assessed, trained, and certified.


About the Position


To move JCF to its next level of success, JCF seeks a Program Manager to provide timely and accurate guidance to our technical service providers, help identify relevant topics for network-wide trainings and assist in the development and execution of relevant training. The Program Manager will work closely with the JCF partners to develop goals, strategies, and events to maximize participation in sub-award grant programs.


The Manager will develop, implement, and manage educational training programs for diverse stakeholder groups. In collaboration with other subject matter experts, they will create, launch, and update content covering all areas of compliance, grants management, security, and systems use. They will also support the existing communications, organizing, and training work to ensure all Network members have the tools, resources, and help to build and manage their member base.


Job Responsibilities


Program Design and Implementation

  • Identify capacity building and technical assistance needs of JCF stakeholders and collaborate with colleagues to create resources that address those needs
  • Support the Managing Director and Director to develop and implement a comprehensive capacity building and technical assistance program for a network of community development banks and loan funds
  • Design and facilitate the training of JCF stakeholders on pre-award, post-award, and compliance functions and obligations in collaboration with colleagues
  • Collaborate with colleagues to convert quality assurance and audit findings into actionable training content
  • Coordinate with other Program team members to assess technical assistance needs and develop responsive technical assistance resources
  • In collaboration with other Program team colleagues, support the delivery of webinars, interactive workshops, trainings, presentations, and virtual workshops
  • Provide administrative and logistical support for trainings, including scheduling and facilitating virtual trainings, preparing training materials and handouts, and coordinating lodging and meals for onsite trainings
  • Develop and implement strategic priorities and goals
  • Act as a liaison between Network members and the Program team
  • Compile data to generate monthly reports on Network efforts and outcomes


Program Management and Evaluation

  • Oversee the management of capacity building and technical assistance activities
  • Manage relationships with capacity building partners and technical assistance providers
  • Evaluate capacity building and technical assistance initiatives using best practice assessment tools to gauge the effectiveness of content, approach, and delivery
  • Collect data to generate progress reports
  • Steer evaluation outcomes to inform future training design and delivery
  • Identify additional capacity building and technical assistance needs of JCF stakeholders and collaborate with colleagues to create resources that address those needs


Network Management

  • Build and maintain strong relationships with Network members
  • Support development and capacity building activities for Network members, including funding requests and grant reporting
  • Maintain consistent communication with Network members to equip them with timely and actionable information
  • Manage and track Network member deliverables
  • Lead Network working group meetings
  • Provide support to ensure the Network members have adequate messaging, branding, media and communications support
  • Partner with internal communications team to develop fact sheets, videos, and other story-telling pieces as needed


Minimum Qualifications


  • Bachelor’s degree in relevant field
  • 5 years of experience developing and delivering educational content to a variety of adult learners, familiarity with instructional design methods, approaches, and best practices
  • 5 years of experience with community and/or coalition engagement and management
  • Demonstrated ability to use technology to provide training to remote learners
  • Must be deeply aligned with JCF’s mission, demonstrating a genuine passion for and experience in environmental justice and community lending
  • Experience working in or with low-income and disadvantaged communities
  • Experience collaborating with NGO’s and private sector, ideally in the environmental justice, climate or community lending fields
  • Experience using technological solutions for event coordination, data tracking, and learning management
  • Extensive data analysis skills with a strong command of MS Excel, and visual design skills to create PowerPoint presentations and courses
  • Must thrive in a dynamic, fast-paced environment, as the organization is a new startup that is continuously evolving
  • Excellent communication and presentation skills, with the ability to effectively convey technical concepts to both technical and non-technical stakeholders
  • Proven ability to work with cross-functional teams and manage multiple projects and priorities simultaneously
  • Entrepreneurial mindset and passion for building and growing businesses
  • A collaborative, flexible leader who projects maturity, confidence, and credibility to external stakeholders, investors, and partners and brings exceptional skills as an active listener, community convener, consensus builder, and advisor
